Brevard County Sheriff Wayne Ivey isn’t mincing words when it comes to protecting students in his jurisdiction.

In a recent appearance on Florida’s Voice Radio with Drew Steele, Ivey doubled down on his department’s aggressive stance on school security that has drawn national attention.

“How do I win the battle of having an active shooter, perhaps in one of our schools?” Ivey said. “Not only by being totally prepared, but by sending the message that this is a hard target — and if you come here with evil in your heart, we’re going to kill you, and we’re going to kill you quick.”

The sheriff’s unfiltered warning to potential school shooters comes as part of a broader security strategy implemented in Brevard County over the past two years.

Ivey explained that his department made a fundamental shift from merely reacting to threats to preventing them altogether, drawing inspiration from ancient Chinese military strategist Sun Tzu.

“Every battle is won or lost before it’s ever fought,” Ivey quoted from The Art of War, explaining the philosophy behind the county’s approach to school safety.

Tactical upgrades that send a clear message

Sheriff Ivey detailed how Brevard County has transformed its school resource officers into a more visible deterrent against potential threats.

Rather than keeping tactical weapons locked away in patrol cars, the county outfitted its school resource deputies with tactical uniforms and AR-15 rifles visibly mounted directly to their vests using molle attachments.

“Now all they have to do is run to the threat,” Ivey explained. “It’s a game changer.”

This more militarized appearance represents a significant departure from the traditional approach to school security, where officers often attempt to blend in and appear less intimidating to students.

While some might expect pushback against such an aggressive posture, Sheriff Ivey claims the response has been overwhelmingly supportive.

“Just the opposite. We got a major applause,” he said. “Primarily from moms that just want one thing when they look in the rearview mirror after dropping their child off at school — they want to know their child is safe.”

Shifting priorities in law enforcement

The sheriff also discussed how law enforcement priorities naturally evolve throughout the year, requiring different approaches to various challenges.

“You go from focusing on getting the schools up and running to graduations, summer issues, then the holiday season, which brings an entirely different dynamic of crime,” Ivey said.

But school safety has become a permanent top priority for his department following a string of high-profile school shootings across the nation in recent years.

While some critics argue that visible weapons and tactical gear might create an intimidating environment for students, Ivey’s approach represents a growing trend among law enforcement agencies to prioritize deterrence and rapid response capabilities over concerns about optics.

The debate over how best to secure schools continues to divide communities across America, with some advocating for more armed personnel while others push for alternative approaches like mental health resources and early intervention programs.

But in Brevard County, Sheriff Ivey has made his position clear – potential shooters will face immediate and lethal consequences if they target schools under his watch.

His approach stands in stark contrast to the failed response seen in incidents like the Parkland shooting, where officers were criticized for waiting outside while the attack continued inside the school.
