Voting rights groups sued Florida before Ron DeSantis even left the stage.
Now the RNC and Florida GOP just walked into federal court to make sure it stays law.
Here is what happened the moment Democrats filed that lawsuit – and why it matters for every state that comes next.
Democrats Filed the Lawsuit Before the Ink Was Dry
Florida Gov. Ron DeSantis signed HB 991 – the Florida SAVE Act – on April 1, and by the time the ceremony ended, a coalition of voting rights groups had already filed their federal lawsuit.
That is a coordinated legal strategy designed to kill election integrity laws before they ever take effect.
The law is straightforward. Anyone registering to vote in Florida must now verify U.S. citizenship with a driver's license, passport, or birth certificate.
A college ID does not cut it.

Neither does a retirement community card.
Only government-issued proof that you are an American citizen counts.
Florida's own Office of Election Crimes and Security found 198 likely noncitizens who illegally registered or voted in the state in 2025 alone.
The office referred 170 of them to law enforcement for prosecution.
Democrats called this "voter suppression."
Florida Is the Beachhead and the Left Knows It
RNC Chair Joe Gruters – who voted for the bill himself as a Florida state senator – was direct about what is really happening here.
"Democrats are once again attacking commonsense election safeguards that more than 80% of Americans support," Gruters said. "The RNC is intervening to defend Florida's proof-of-citizenship law, protect the voter rolls, and stop yet another attempt by Democrats to cheat in our elections."
Washington law firm Consovoy McCarthy filed a 64-page motion to intervene on behalf of the RNC and the Republican Party of Florida.
That is not a token filing.
That is a full-scale legal defense of the principle that American elections should be decided by American citizens.
Florida GOP Chair Evan Power called the law exactly what it is: "Floridians deserve confidence that every legal vote is counted and that our elections are protected from unlawful voting."

DeSantis predicted this exact moment when he signed the bill.
"They go to a liberal judge. The liberal judge sides with them. Then we appeal and we win," he said.
He has been right before – Florida has gone from the laughingstock of the 2000 recount to what DeSantis calls the gold standard of election integrity.
This Is a National Battle Dressed Up as a Florida Lawsuit
The left's legal strategy here is not about Florida.
Florida is the test case.
The federal SAVE Act – backed by President Trump – passed the House in February 2026 and is being strangled in the Senate by a Democrat filibuster.
So the left is fighting this battle in federal court because they cannot win it at the ballot box.
If they can kill Florida's law, they kill the template every other red state is watching.
Nine states have already passed some version of a proof-of-citizenship requirement.
The Supreme Court just agreed this term to hear a nearly identical challenge from Arizona – and when that ruling comes down, it lands on every state at once.
The same groups now suing Florida – UnidosUS, League of Women Voters, Common Cause – have been running this same playbook in Kansas, Arizona, and Georgia for years.
They lose at the legislature, they sue, they find a sympathetic judge, they buy time.
The RNC just decided Florida is where that cycle ends.

What Democrats know and will not say out loud: Florida CFO Blaise Ingoglia put it plainly at the signing.
"Illegals are actually voting in elections. Whether people want to refute that all you want, it is absolutely 1,000% true. Why wouldn't we want to take the extra step?" he said.
DeSantis added that 99.7% of current Florida voters have already complied with what the SAVE Act requires.
This is not a barrier to voting.
It is a barrier to fraud.
